That concentration has become the center of a legal fight: more than 60 cities and fire departments allege the three dominant fire truck market players — REV Group, Oshkosh (which owns Pierce), and a third major manufacturer — conspired to inflate prices and delay deliveries, with cases now consolidated before a federal court in Wisconsin as a class action.
